The English version of Shanghai Lingang international Talent Website officially came online on Sept 9, serving as a public service platform for enterprises and talents in the new area of Shanghai Free Trade Zone.
The website will help make it convenient for domestic overseas talents to learn about local policy information and services.
The English website consists of three main sectors including working, moving and living, covering information related to recruitment, medical care, education, housing, cultural environment and tourist attractions.
The website is operated by the talent service center of Lingang area. Yan Chun, spokesperson of the center, said they invited foreigners to participate in the design of the English website to cater to foreign talents' reading habits and information needs.
"The English website will update various information in time according to Lingang's developments, aiming to be an important part of the area's display platform to the world," said Yan.
Lingang has issued new special supporting policies to attract talents. The policies for domestic talents stress settling down in Shanghai and offer incentives, while the policies for foreign talents focus on conveniences for work in the new area.
Nash from Cameroon is studying a doctor's program at Shanghai Ocean University. He found Lingang had many favorable policies for international talents.
For example, the period of the overseas talent residence permit B certificate ranges from one year, no more than 3 years, no more than 5 years to no more than 10 years according to the score based on the actual situation of overseas young talents. In Lingang, overseas talent can gain a one-off period of five years.
"The first choice for me after graduation is to stay in Lingang where I will find a job or even start a business, because I know the environment very well and I like it very much," said Nash.
Professor Adelino Canario agreed that Lingang is attractive. "Now foreigners are not aware of these policies. After promotion, foreign talents will be encouraged to come for development. With further refinement of the relevant policies, I am also willing to introduce my friends, including students, to work there."
With the new round of "double-special" policy (establishing special mechanisms and implementing special policy) as its core, Lingang has formed the "1 + 3 + X" series supporting policies in the aspects of talent introduction, talent reward, craftsmen cultivation, training and housing guarantee ("1" refers to Several Opinions formulated by the Municipal Development and Reform Commission and issued by the Municipal Government, and "3" refers to the supporting policies for the new round of policies on industries, talents and urban functions formulated and issued by the Management Committee under the Several Opinions; "X" is the detailed implementation rules and operation methods for implementing the above-mentioned policies).
To meet talents' housing needs, Lingang will provide talents with apartments and rent subsidies.
"The monthly rent for a two-bedroom apartment is about 1,800 yuan ($254). Take two masters' joint rents as an example. They can get a rent subsidy of 800 yuan per person per month, which means each paying only 100 yuan a month," Yan said.
